Only then will it be possible to develop an approach which includes each and every citizen and contributes to their well-being and security, so that they can make full use of their capacities, regardless of their age or economic activity.

This study highlights the interaction between social protection programs and labor markets in the Latin America region. It presents new evidence on the limited coverage of existing programs and emphasizes the challenges caused by high informality for achieving universal social protection for old age income, for health, for unemployment risks and for anti poverty safety nets. It identifies interaction effects between SP programs and the behavioral responses of workers, firms and social protection providers, which can further undermine efforts to expand coverage, summarizing evidence from recent work across the region. It argues for a re-design of financing to eliminate cross subsidies between members of contributory programs and subsidies that effectively tax income from formal employment. Instead, it advocates well-targeted, tax-funded tapered subsidies to provide incentives to the savings efforts of low income workers, coupled with an effective safety net for the extreme poor who have no capacity to contribute to financing their own social protection arrangements. It also argues for the consolidation of programs and harmonization of benefits packages across different insurers. The book develops an overall conceptual framework and presents in-depth analysis of the main SP sectors of pensions, health, unemployment insurance and safety net transfers.

Two aspects of the gradual but inexorable aging of the population in Latin America and the Caribbean are of particular concern. One is that the population is aging faster in the region than it did historically in the developed countries. The other is the regional context of unrelenting inequality, weak institutional development, the poor coverage and quality of social protection systems and the high demands placed on the family to provide security and protection. This new book from the Economic Commission for Latin America and the Caribbean (ECLAC) examines the aging phenomenon from the demographic perspective, the guaranteeing of human rights in old-age and the public policies that the countries of the region are deploying in fulfillment of agreements arising from the first and second meetings of the Regional Intergovernmental Conference on Aging in Latin America and the Caribbean (2003 and 2007). The book sets out the framework of rights-based social protection policies and how they apply to the particular situation of the elderly population and looks at the status of older persons in terms of income security, access to health and inclusive environments. It also examines the impacts of population aging on social protection systems - pensions, health and social services - and gives a general overview of the state of play of older persons' rights in national legislations and public policies implemented in the region.
