This review is a follow on to the Task Force's 2010 Independent Assessment of the Air Force Nuclear Enterprise report dated April 2011. This independent review was tasked to include an examination of organization, operations, logistics, and surety. This report focuses on the conduct and support of daily operations in the nuclear forces. It does not address important major acquisition programs to sustain the forces. Further, it does not address plans and programs to sustain the nuclear weapons stockpile.

The Air Force leadership implemented extraordinary measures in their nuclear enterprise following two incidents in 2007 and 2008. In 2010, the leadership requested a Task Force to conduct an assessment of the effectiveness of the extraordinary measures and of the resulting state of the nuclear enterprise. The Task Force found that the measures had been successful, but there were still significant shortfalls in personnel, logistics, and facility support. In 2012, the leadership asked the Task Force to do a follow-on review to assess the effect of the changes subsequent to the 2010 assessment and report on the current state of the enterprise. This is the report of that follow-on review, which found significant improvements in the problem areas addressed in the 2010 assessment, with the exception of the Personnel Reliabilty Program, which continues to be mired in bureaucratic excesses. The final section outlines methods senior Air Force leaders will use to govern the NE, using vector champions to develop and coordinate actions to continuously improve the NE. The Air Force placed extraordinary emphasis on improving nuclear operations and surety over the last four years, with focus squarely on core nuclear deterrence operations (NDO) - and tremendous progress has been made. It is now time to take a wider view, improving integration between NDO and complementary and supporting Air Force missions while continuing to strengthen NDO.
