This note presents indicators that can be useful for the regular monitoring of skills mismatches across EU Member States. It distinguishes three broad groups of skills mismatch indicators: indicators of macroeconomic skills mismatch, specific skills shortages, and on-the-job skills mismatch. The indicators of macroeconomic skills mismatch measure the discrepancy between employment outcomes for workers with low, medium, and high skills. This type of indicator is most useful for informing macroeconomic policy and generally identifies countries in which individuals with low skills face significant challenges in the labour market. Specific skills shortage indicators reflect shortages of very specific skills profiles, as experienced by employers trying to recruit such profiles. Indicators of on-the-job skills mismatch measure the discrepancy between the skills individual workers have and those that are needed for their job. The latter two sets of indicators are most useful to inform policy in designing and maintaining a well-functioning education and training system (including adult education) that provides high-quality education and is responsive to the needs of today's as well as tomorrow's labour market.

This note provides a descriptive overview of the data collected under the EU Labour Market Policy Statistics (LMP) database managed by the European Commission. The analysis in the note covers a number of indicators on expenditure and beneficiaries as contained in the LMP database. 1 On the basis of these statistics/ indicators one can analyse for example the structural features between countries: which countries focus more strongly on the so-called active labour market policies and which seem to do focus on support policies / benefits. One can also see, for example, how LMP expenditure and the number of beneficiaries of LMP developed over time in comparison to the size of the unemployment challenge as a result of the crisis and whether different policy responses took place across Member States and between the EU and the euro area. Labour market policies are important to support people move from inactivity and unemployment into employment and find more rewarding and productive jobs. They play a crucial part in helping people search for a new job through income support and job searching mechanisms, acquire new skills though training, make successful career shifts, start their own business, etc. As such, they contribute to fostering inclusive growth as part of the Europe 2020 strategy for jobs and growth.
