Building Collaborative Governance in Times of Uncertainty available in PDF, EPUB and Kindle. Democratic societies are being challenged to look for new ways of doing politics that involve different stakeholders, particularly citizens. This book looks at public authorities' attempts to put society at the core of public policies in the form of collaborative governance. It provides a full account of a major case from the provincial council of Gipuzkoa (Basque Country, Spain): 150 projects, more than 900 organisations, and 50.000 participants and beneficiaries. ‘Pracademic’ lessons learned derive from the interaction among 50 practitioners engaged in the day-to-day practice of the case and scholars from different countries. Topics included relate to major challenges that collaborative governance reforms are facing across the world: structures, institutionalisation, relationships, leadership, accountability, innovation, experimentation, communication, intangible resources, trust, and assessment of outcomes (particularly in terms of Sustainable Development Goals or SDGs). Ultimately, issues of democracy arise from a case covering a comprehensive list of policies: health, employment, elderly care, energy, cybersecurity, electromobility, artificial intelligence, immigration, education, social equity, and culture. This book is intended for students, professionals and scholars interested in fostering the study and practice of democracy.

How government can forge dynamic public-private partnerships All too often government lacks the skill, the will, and the wallet to meet its missions. Schools fall short of the mark while roads and bridges fall into disrepair. Health care costs too much and delivers too little. Budgets bleed red ink as the cost of services citizens want outstrips the taxes they are willing to pay. Collaborative Governance is the first book to offer solutions by demonstrating how government at every level can engage the private sector to overcome seemingly insurmountable problems and achieve public goals more effectively. John Donahue and Richard Zeckhauser show how the public sector can harness private expertise to bolster productivity, capture information, and augment resources. The authors explain how private engagement in public missions—rightly structured and skillfully managed—is not so much an alternative to government as the way smart government ought to operate. The key is to carefully and strategically grant discretion to private entities, whether for-profit or nonprofit, in ways that simultaneously motivate and empower them to create public value. Drawing on a host of real-world examples-including charter schools, job training, and the resurrection of New York's Central Park—they show how, when, and why collaboration works, and also under what circumstances it doesn't. Collaborative Governance reveals how the collaborative approach can be used to tap the resourcefulness and entrepreneurship of the private sector, and improvise fresh, flexible solutions to today's most pressing public challenges.

OECD Public Governance Reviews Promoting Deliberative Democracy in the Basque Country in Spain Lessons from the Tolosa Citizens’ Assembly available in PDF, EPUB and Kindle. This report takes stock of the project carried out by the OECD, Arantzazulab, and public authorities in the town of Tolosa and the province of Gipuzkoa (Spain) to experiment with the use of public deliberation. It explores ways to improving deliberative processes in the Basque region, including looking at the link between those who participate in deliberative processes and the broader public, the role of civil servants in ensuring ownership of deliberative processes, the governance structure, or making evaluation and follow-up more systematic. The report also sets out three pathways to promoting and systemising deliberation across all levels of government in the Basque Country: 1) institutionalising deliberative practices; 2) embedding deliberation in public administration; and 3) mainstreaming deliberation both within and outside government.

This report examines the role that national institutional and governance innovations and changes that emerged during the COVID-19 pandemic can play in advancing progress towards the 2030 Agenda for Sustainable Development. The consequences of the pandemic threaten to derail progress and make the Sustainable Development Goals (SDGs) more difficult to achieve. Yet the pandemic also sparked rapid innovation in government institutions and public administration that could be capitalized on. Against this backdrop, the report focuses on how governments can reshape their relationship with people and other actors to enhance trust and promote the changes required for more sustainable and peaceful societies. How they can assess competing priorities and address difficult policy trade-offs that have emerged since 2020. And what assets and innovations they can mobilize to transform the public sector and achieve the SDGs. The e-book for this publication has been converted into an accessible format for the visually impaired and people with print reading disabilities. It is fully compatible with leading screen-reader technologies such as JAWS and NVDA.
