Chatham Village, located in the Mount Washington neighborhood of Pittsburgh, Pennsylvania, was a daring venture undertaken by the newly formed Buhl Foundation during the early years of the Great Depression. As a result of copious preliminary studies, efficient constructions methods, and effective site planning, Chatham Village demonstrated its success in limiteddividend housing for the middle class and was lauded in publications throughout the nation. However, although the model it presented succeeded, the concept never took hold as a solution to providing reasonably priced housing on a larger scale. This thesis explores the manner in which the contextual setting of Chatham Village within the neighborhood of Mount Washington was both understood and utilized by the Buhl Foundation in an attempt to achieve its social objectives. An examination of the history of the Bigham estate and its corresponding relationship with the development of Mount Washington from an industrial to a residential neighborhood shows a clear correlation between both of them and the influential progressive forces put in place during the early 20th century, immediately prior to the development of Chatham Village. In analyzing the ways in which they merged, leading to the adoption of zoning regulations and the legitimacy of comprehensive planning in Pittsburgh, this study further reveals both the intentions of the Buhl Foundation in developing the project and the manner in which the historical context of the selected site for Chatham Village became an implement that was utilized by the Foundation to achieve the singular success of Chatham Village.
