This report includes an inventory and analysis of existing conditions, trends, and sets forth recommendations for the future growth and redevelopment of the Vicksburg, Mississippi Planning Area. This report includes General Features, Existing Land Use, Minimum Housing Element, Community Facilities, Major Thoroughfares, Public Utilities and the Future Land Use Plan-- 1990. The Population and Economic study was prepared by the Mississippi Research and Development Center. While the Population and Economic Study was utilized in this report, the report was not included, but will be printed separately by its author. Vicksburg, Mississippi, located on the banks of the Mississippi River has a present population of 24,679 persons and is estimated to reach a population of 32,325 by 1990. The City, like many cities throughout the nation, has allowed blight to creep into many areas. However, the city is now on its way with an urban renewal project in the downtown area. Vicksburg's location allows for good air, water, rail and highway transportation routes. The Vicksburg National Military Park is a strong national tourist attraction. From this study it appears that the City has a very good potential, if plans are properly implemented. The City has adequate, qualified staff and facilities to carry out its responsible functions. A practical but realistic budget and capital improvement program has been prepared and if followed with enough desire by the City and its people, Vicksburg, Mississippi will reach its full potential.

This report is intended to develop financial procedures for the development of recommended projects set forth in the Comprehensive Plan. It correlates the recommended programs with the capacity of the City to finance the required facilities within the corporate limits. A careful analysis was made of the City's tax structure, bonded indebtedness, existing and future sources of revenue and the general ability of the City to meet monetary demands for the implementation of the programs contained within the Comprehensive Plan. Economic projections of the anticipated future sources of revenue versus expenditures were based on an average rate of growth and/or decline observed in the past five years within the City treasury. The proposed monetary expenditures were projected in four stages; each stage being related to the estimated population, anticipated growth areas and economic expansion during the staging period. The actual rate of implementation of the program, however, should be constantly correlated to the yearly financial ability of the City and attuned to the variant factors. Thus, needed improvements can be provided at a rate in keeping with the City's future growth. It should be noted that all costs set forth within this report are general and based on the 1970 dollar value. Application of these cost estimates in the future will require necessary adjustments to conform with prevailing market of labor and construction costs.
