Counterterrorism: Democracy’s Challenge available in PDF, EPUB and Kindle. Terrorist violence is no novelty in human history and, while government reactions to it have varied over time, some lessons can be learnt from the past. Indeed, the debate on when and how a state should use emergency powers that limit individual freedoms is nearly as old as the history of political thought. After reviewing some history of state responses to terrorist violence and their efficacy, this book sets out to assess the effects of contemporary counterterrorism law and policies on democratic states. In particular, it considers the interaction between national and international law in shaping and implementing anti-terror measures, and the difficult role of the judiciary in striking a balance between security concerns and fundamental rights. It also examines the strains this has caused on some democracies, especially a blurring in the separation of powers between the legislative, executive and judicial branches of government, giving reason to enquire afresh whether new paradigms are needed. Finally, the issue of whether the doctrine of constitutionalism can provide an appropriate frame of analysis to encapsulate current developments in international law in response to terrorism is broached. By drawing on the expertise of historians, political scientists and lawyers, this book promotes transdisciplinary dialogue, recognising that counterterrorism is an issue at the intersection of law and politics that has profound implications for democratic institutions and practices.

The war on terror and ongoing terrorist attacks around the world have generated a growing body of literature on national and international measures to counteract terrorist activity. This detailed study investigates an aspect of contemporary counter-terrorism that has been largely overlooked; the impact of these measures on the continued viability of the democratic state. Democratic nations are now facing an unprecedented challenge to respond to global terrorism without simultaneously overturning fundamental human and political rights. The book addresses the critical question of whether, in the context of the war on terror , the national security imperative has compromised the democratic state. This book draws together academics, public policy practitioners, politicians and journalists to discuss policies introduced by democratic governments which threaten the nature of the democratic state. It will be of great interest to graduate and undergraduate students in politics, public policy, international relations, criminology and terrorism and counter-terrorism studies.

This book was released on 2015-05-05. Global Alert available in PDF, EPUB and Kindle. Many associate terrorism with irrational behavior and believe only lunatics could perpetuate such horrific acts. Global Alert debunks this myth by anatomizing the rationale behind modern terrorism. It draws a distinct picture of its root and instrumental causes and plots the different stages of a terrorist attack, from indoctrination and recruitment to planning, preparation, and launch. Global Alert also exposes the measured exploitation of democratic institutions by terrorists to further their goals. Despite its strong capabilities and extensive resources, the modern liberal-democratic state is nevertheless subject to the rules of war, which partially restrict the state's ability to operate and maneuver. Boaz Ganor shows how terrorist organizations exploit these values to paralyze or neutralize the states they oppose. In outlining this new "hybrid" terrorist organization and its activity in both the military–terrorist arena and the political–welfare arena, Ganor advances an international doctrine for governing military operations between state and nonstate actors as part of a new type of armed conflict termed "multidimensional warfare."
