Zu diesem Zweck wird der rechtliche Rahmen für Notfälle, insbesondere im Zusammenhang mit PHEIC, erläutert, und es werden die damit verbundenen Ein-schränkungen und Begrenzungen der Menschenrechte betrachtet. In Anbetracht der Wahrscheinlichkeit künftiger PHEICs und der bekannten systemischen Hin-dernisse bietet dieses Papier schließlich Möglichkeiten zur Verbesserung dieses Mechanismus aus einer ganzheitlichen Perspektive.
