This volume is based on a multidisciplinary approach towards biological and chemical threats that can, and have been previously used in bioterrorism attacks around the globe. Current knowledge and evidence-based principles from the fields of synthetic biology, microbiology, plant biology, chemistry, food science, forensics, tactics, infective medicine, psychology and others are compiled to address numerous aspects and the complexity of bioterrorism attacks. The main focus is on biological threats, especially in the context of synthetic biology and its emerging findings that can be observed as possible threat and tool. The book examines microorganisms and their possible use in forensics, i.e. as possible detection tool that could enable fast and precise detection of possible treats. A number of plant derived components are also discussed as possible agents in bioterrorism attacks, and in relation to infectious disease pathology. Another integral part is food safety, especially in terms of large food supply chains, like airline caterings, institutionalized kitchens etc. Food can be observed as a possible mean of delivery of various agents (biological and chemical) for bioterrorism attacks. Steps on how to recognize specific critical points in a food supply chain, along with proposed corrective activities are discussed. Examples from around the globe, along with the methodological approach on how to differentiate bioterrorism attacks from other epidemics are provided. However, epidemics are also discussed in the context of migrations, with the special emphasis on the current refugee migrations that affect not only Europe, but also the United States. The book will be of interest to experts from various fields of science as well as professionals working in the field. The book encompasses examples and tools developed for easier, more specific, and faster detection of possible bioterrorism treats, along with proposed actions for some aspects of a bioterrorism attack.

The terrorist use of diseases as bioweapons has been one of the major security concerns in recent years, particularly after the anthrax letter attacks in the USA in 2001. This uncertain threat of intentional outbreaks of diseases exists side by side with the constantly changing very real threat from diseases, epidemics and pandemics as recently illustrated by the H1N1 influenza pandemic, SARS, and H5N1 bird influenza events. This publication contains case studies on the public health planning for (un)usual disease outbreaks for 11 large and small countries with a focus on South Eastern Europe. In many countries, military entities traditionally play an important role in emergency response to disease outbreaks. In smaller countries, very little exists, however, in terms of specific biopreparedness efforts (in both the military and civilian area), which is at least partly due to a relatively low bioterrorism threat perception, and serious resource constraints. The uncertainty associated with the bioterrorism threat makes public health preparedness planning for such events politically and financially very difficult. The similarity of responding to bioterrorism events and natural disease outbreaks from a public health point of view suggests the merit of looking at biopreparedness as a part of overall health emergency planning, not as a separate effort.

In response to a request from the U.S. Congress, this book examines how the unique experience and extensive capabilities of the Department of Defense (DOD) can be extended to reduce the threat of bioterrorism within developing countries outside the former Soviet Union (FSU). During the past 12 years, DOD has invested $800 million in reducing the risk from bioterrorism with roots in the states of the FSU. The program's accomplishments are many fold. The risk of bioterrorism in other countries is too great for DOD not to be among the leaders in addressing threats beyond the FSU. Taking into account possible sensitivities about a U.S. military presence, DOD should engage interested governments in about ten developing countries outside the FSU in biological threat reduction programs during the next five years. Whenever possible, DOD should partner with other organizations that have well established humanitarian reputations in the countries of interest. For example, the U.S. Agency for International Development, the Centers for Disease Control and Prevention, and the World Health Organization should be considered as potential partners.
