This evaluation assessed the extent to which FAO’s work has been relevant and effective in supporting its Members to achieve Sustainable Development Goal 6 (SDG 6). Water resources management is central to any consideration of agricultural production, ecosystems sustainability, rural livelihoods and climate change adaptation and resilience, issues that lie at the heart of FAO’s mandate. The evaluation found that FAO has a comparative advantage in several key SDG 6 target areas and addressed needs and demands from Members in all SDG 6 target areas. Irrigated agriculture (target 6.4) represents an area of high demand from Members and a dominant theme in the reviewed case studies. Regional initiatives are effective in addressing specific needs and challenges of individual regions. FAO has performed well in its custodial role for SDG indicators 6.4.1 and 6.4.2. However, overall FAO’s strategic approach to water-related activities remains. The links between agriculture and water quality and pollution (target 6.3) were not adequately addressed. Despite limited evidence on full transformational changes, the evaluation highlights several activities and approaches that, if nurtured, could form the basis for transformational change.

With the introduction of the Millennium and Sustainable Development Goals, the level of sophistication required to measure the impact of international development has grown. However, evidence suggests that international non-governmental organizations (NGOs) have been slow to invest in development evaluation; instead of using evidence-based tools to enhance performance, such as logic models or benchmarks, NGOs engage in activities to demonstrate their good work (e.g., report writing, monitoring progress). In light of the current biophysical, socioeconomic, political, and human challenges that make the water-health nexus a “wicked problem,” this thesis addresses the knowledge gap in our understanding of factors that influence the measurable success of an NGO in water-based development. Using a case study design, evaluation frameworks were applied in the context of international water development. An evaluability assessment and process evaluation of the case study informed the creation of low cost evaluation tools that can be adapted and applied to other small NGOs with little or no formal evaluation training. By documenting the evaluation experience, facilitators and barriers to conducting an evaluation and embedding evaluative thinking in an NGO were also identified. As a whole, this thesis aimed to counteract the prioritization of individual projects with short-term impact. Findings support the need for theoretically grounded evaluations at the organizational level in order to address the complexity of global water needs, the diversity of individuals who lack access, civil society organizations and the constraints under which they work, and the work that remains to achieve Sustainable Development Goal 6: “Ensure availability and sustainable management of water and sanitation for all”.

Aligning with the beginning of a new sustainable development paradigm in 2000 and the introduction of the United Nations Sustainable Development Goals (SDGs) in 2015, the international community has developed more collaborative and innovative approaches for solving sustainable water development challenges. Unfortunately, most developed countries have not promoted sustainable development in least developed countries and have failed to produce effective and successful partnerships relating to SDG 6, centred on ensuring clean water and sanitation for all. Denmark and Sweden, however, are notable exceptions. Using the case studies of the Denmark-Uganda partnership and the Sweden-Mali partnership, in this thesis, I explore which sustainable water development partnership approaches and tools are most likely to help LDCs in Africa implement water accessibility and availability strategies, clean water and sanitation measures, and management (sustainable use) practices, according to the criteria set forth in SDG 6. Furthermore, I ask: Are partnerships between developed countries and LDCs which exhibit higher levels of participation amongst stakeholders, more likely to result in higher levels of water sustainability, as measured by the targets of SDG 6? Ultimately, I hypothesized that partnerships that exhibit higher levels of participation will result in higher levels of water sustainability, as measured by SDG 6 targets. This thesis provides an overview of partnerships as a particularly helpful approach to fostering sustainable water development. I then discuss the different approaches taken by Nordic countries in achieving successful sustainable water development in least developed African countries. Comparing the Denmark-Uganda and Sweden-Mali partnerships, I observe that partnerships focused on prioritizing the participation of stakeholders - ensuring the participation of relevant actors in decision-making, problem-solving, and policy-making - are the most useful in advancing the agenda of SDG 6. Understanding how different approaches in partnerships can contribute to successful sustainable water development can provide a framework for developed countries and the broader international community to engage in partnerships with least developed countries designed to provide sustainable water development and implement the larger SDG framework.

This evaluation assesses the extent to which FAO adopted an effective, coherent and transformative approach to its work on climate action from 2015 to 2020, by contributing to the achievement of SDG 13 targets and the Paris Agreement. The methodology included portfolio analysis, quantitative content analysis of over 500 documents, participatory stakeholder workshops, desk reviews, interviews with 488 stakeholders, analysis of key FAO products, 3 global surveys, and 13 country case studies. The evaluation’s findings are (i) FAO’s Strategic Framework is aligned with SDG 13 and the Paris Agreement. However, FAO has not expressed a long-term vision on its leadership role in agriculture for climate action; nor does FAO governance yet reflect a clear and strategic focus on its mission on climate action; (ii) The 2017 Climate Change Strategy has effectively supported FAO’s work, but it is not fully integrated into corporate decision-making; (iii) FAO has made relevant contributions by supporting national capacity building for climate action; (iv) FAO’s contributions to SDG 13 and the uptake of products and tools are not systematically monitored and reported; (v) There is little alignment of portfolios between divisions and no systematic approach to trade-offs. Consequently, the root causes of climate change on agriculture are not being addressed in an integrated way; (vi) FAO has strong capacity, but the current business model results in uneven distribution of human and financial resources and in fragmented, short-term projects reach; (vii) FAO contributed to climate adaptation and mitigation by collaborating with Members and other partners, although it has engaged less in innovative partnerships with the private sector, financing institutions and civil society; (viii) FAO has progressed on the inclusion of gender-specific climate action initiatives. The recommendations of the evaluation include developing a corporate narrative on climate change and food systems; formulating a new Climate Change Strategy and action plan; improving the climate change labelling of its project portfolio; mainstreaming climate action into all offices, divisions and levels, and including coordination and guidance to embed procedures in the project cycle, quality assurance and learning mechanisms; adopting a climate action-focused programmatic approach; running an assessment to identify capacity gaps, needs and opportunities and, accordingly, strengthening the capacity of staffing, funding and inter-office communication; enhancing its partnerships and seeking out innovative partnerships; and mainstreaming the core “leave no one behind” by including women, youth, the extreme poor, indigenous peoples and other vulnerable groups.
