"The central focus of these hearings will be the awarding of a contract to the Bradford Communications Corp. for the purpose of providing FEMA with training materials specifying how emergency response should deal with radiological emergencies. To begin with, we will be addressing the integrity of FEMA contracting procedures. We will seek answers to the question of whether competition for the contract award was unfairly minimized and then eliminated, and whether there was justification for FEMA's awarding this contract sole-source. We will be also looking at the training course itself which, according to our investigation, was deemed to be dangerous by such agencies as the Health and Human Services and the Department of Transportation. We will want to determine whether FEMA had this information before the contract was signed; whether FEMA personnel deliberately deceived other Federal agencies regarding the contract award; whether, in fact, FEMA took steps to prevent criticism by these other Federal agencies; and whether such steps were taken under the heavy hammer of political pressure"--Pages 1/2.
