Skill Qualification Tests (SQT) are the quality control instruments for the Army's new Enlisted Personnel Management System. The tests, used to evaluate soldier's job mastery, are developed by personnel in Army agencies responsible for the various job specialties. Since the SQT entails a new performance-oriented approach to proficiency testing, agency personnel must be trained in the techniques of SQT development. The present handbook was prepared for use by SQT developers in the Army. The handbook covers both technical and administrative procedures to follow in preparing a field-tested SQT. Included are techniques and procedures pertaining to: which job tasks to test; what method of testing to use; how to develop a hands-on test; how to develop a performance-oriented written test; how to validate tests; and how to prepare guidance for test administration.

This report discusses the development of a skill qualification test manual for use in the U.S. Army's Enlisted Personnel Management System (EPMS). This manual, which was developed by utilizing the existing experience and information on performance tests, was used as the basic reference document in a series of test development workshops. The workshops were conducted for both supervisors and tests developers from 28 different Army agencies. During the workshops, the theory of hands on performance tests was presented which was followed by extensive practice in developing prototype performance tests. The result of this effort was that personnel attending the workshops returned to their own agencies with the basic knowledges and skills required for the development of performance tests during the EPMS program. This manual has been written to assist Army test developers in constructing performance oriented Skill Qualification Tests (SQRs). The primary purpose of these tests is to verify a soldier's competence at the skill level he presently holds in an MOS and to qualify him for eligibility to the next higher skill level. A soldier's scores on these tests are to be used to provide information to the soldier himself, commanders in units and centers, trainers in units and centers, and MILPERCEN. This manual tells how to construct full performance tests for tasks and partial performance tests for tasks when full testing is not possible. The way in which tests are to be constructed will be shown by example. The reader will be introduced to tasks selected from different MOS. Examples of full and partial performance tests will then be provided for these tasks. The manual includes a checklist of steps to be taken in constructing both varieties of tests for tasks. Besides test developers, this manual also has been written for persons in the Army who will select the tasks to be contained in particular SQTs and for persons who will administer the SQTs when they are used operationally. Therefore, chapters for both of these users have been included. The sampling of tasks, of course, must be carried out prior to the actual construction of tests for individual tasks.
