Efficient delivery of public services in Africa and other developing regions has for a long time been hindered by highly centralized government bureaucracies (Mwabu et al., 2001). In Kenya, several efforts have been made to reduce unnecessary layers of government to make service provision to the populace more effective. This book reports on recent decentralization and devolution innovations in Kenya. The volume is organized into three parts and contains a total of 12 chapters including the introduction. The chapters in Part 1 (Structures and Institutions) provide a comprehensive analysis of institutional and organizational environment in which decentralization and devolution reforms have been taking place over the last three decades. Part 2 (Principles and Processes) contains chapters that clarify decentralization and devolution concepts, with applications to selected local authorities. The chapters in Part 3 (Service Delivery and Financing) illustrate advantages of provision and financing of services at the local level, with a focus on the role of community participation in improving accountability and efficiency in resource use.

Download and read online ebook Democratic Decentralization Programming Handbook write by U.s. Agency for International Development. This book was released on 2013-10-04. Democratic Decentralization Programming Handbook available in PDF, EPUB and Kindle. The Democratic Decentralization Programming Handbook conceptualizes decentralization as a reform that advances the exercise of political freedom and individual economic choice in a context of stability and the rule of law. Decentralization invests new actors with public responsibilities. The newly involved actors that decentralization empowers (or “should” empower) include appointed officials in subnational administrations, elected officials in subnational governments, and increasingly engaged citizens themselves. For the purposes of this Handbook, decentralization is defined as the transfer of power and resources from national governments to subnational governments or to the subnational administrative units of national governments. This definition is useful because it allows unbiased discussion and comparison of two of decentralization's common forms: deconcentration and devolution. Decentralization's promise is often accompanied by shortcomings, perils, and unforeseen consequences. In many cases, decentralization has so far failed to fix the problems it was adopted to resolve. This handbook thus takes pains to illustrate the empirical limitations of decentralization's promise.

Smith. This book was released on 2023-07-28. Decentralization available in PDF, EPUB and Kindle. First published in 1985, Decentralization provides an analytical framework for the comparative study of decentralization in contemporary systems of government. It discusses the structures and processes of all forms of decentralized government and administration, drawing on a wide range of states, developed and developing, capitalist and socialist. The book provides a comparative and theoretical treatment of a subject that for too long has been dealt with in a fragmented and ethnocentric fashion. Decentralization is examined from a theoretical perspective and the political demand for it is analysed. Four key universal themes are then explored: areas, intergovernmental relations, finance and institutions. Decentralization to small-scale communities is discussed and the special claims made for decentralization in developing countries are assessed. Examples are drawn from a wide range of countries throughout the world. The book is intended for courses in public administration, comparative government, urban studies and public policy. It will help both the student and the non-specialist understand an important and topical aspect of government everywhere.
