Evidence from the Case of Mexico available in PDF, EPUB and Kindle. How does the structure of decision-making about electoral manipulation affect support for national electoral authoritarian regimes? Following the logic of economic decentralization for efficient policy delivery in democratic settings, I argue that the devolution of responsibility for strategizing and executing political manipulation to subnational regime officials raises its efficiency and thus effectiveness in ensuring regime support, as long as subnational leaders face a credible threat that poorly chosen strategies will undermine their political careers. I test this argument on electoral authoritarian Mexico using a unique database that allows the separation of districts into decentralized and centralized manipulation structures. Statistical analysis using linear regression and electoral forensics methods provides support for the argument that decentralized electoral manipulation raises support for the regime as well as allows subnational officials to engage in a wider variety of techniques to this end, thereby increasing the benefits of electoral manipulation for the national electoral authoritarian regime.

When Mexico's authoritarian Party of the Institutional Revolution (PRI) was defeated in the 2000 presidential election after seventy-one years of uninterrupted rule, many analysts believed the party would inevitably splinter and collapse. An authoritarian party without control over government resources and without a strong national executive creates both opportunity and incentive for ambitious politicians to leave the party and join a separate faction. To the surprise of many, however, the PRI managed to deviate from this pattern, and returned triumphantly to the presidency in 2012. Democratization and Authoritarian Party Survival: Mexico's PRI argues that those authoritarian parties that survive the transition to democratic elections do so because they are able to adjust to electoral challenges and the rigors of the ballot box more quickly and effectively than their internal party rivals. Such as in the case of the PRI, these electorally-oriented vote winners find ways to cooperate and avoid the dangers of internal ruptures. Those authoritarian parties in which vote-winning factions are unable to defeat their intra-party rivals, or those that divide and fragment, are less likely to survive the transition to democratic voting. Despite the interest in Mexico's former hegemonic party and its return to power, no full-length monograph has been dedicated to studying its transformation. This book takes a long lens view of authoritarian party survival and zeros in on the transformation of Mexico's PRI, making a substantive and novel contribution to the wider literature on party organizational change, authoritarian party survival, and democratization.

Although the phenomenon of authoritarian elections has been a focal point for the literature on authoritarian institutions for more than a decade, our understanding of the effect of authoritarian elections is still limited. Combining evidence from cross-national studies with studies on selected cases relying on recent field work, this book suggests a solution to the "paradox of authoritarian elections". Rather than focusing on authoritarian elections as a uniform phenomenon, it focuses on the differing conditions under which authoritarian elections occur. It demonstrates that the capacities available to authoritarian rulers shape the effect of elections and high levels of state capacity and control over the economy increase the probability that authoritarian multi-party elections will stabilize the regime. Where these capacities are limited, the regime is more likely to succumb in the face of elections. The findings imply that although multi-party competition and state strength may be important prerequisites for democracy, they can under some circumstances obstruct democratization by preventing the demise of dictatorships. This text will be of key interest to scholars, students and practitioners of democratization, and to those who study autocracy and electoral authoritarianism, as well as comparative politics more broadly.
