This book provides an in-depth analysis of EU-Tunisia negotiations during the last three decades to understand what ‘joint ownership’ means in Euro-Mediterranean relations. The principle of joint ownership often figures in the EU’s public discourse of the EU and other international actors. Yet, it has been scarcely conceptualised and there is little research on which factors determine its presence or lack thereof. The book contributes to its definition, highlighting its evolving nature and intersubjective dimension. The author further explains how bargaining rules, practices, and procedures affect joint ownership by constraining or empowering actors, and shaping their expectations about which options they perceive are possible during the negotiations. Negotiation analysis proves useful for showing how, and to what extent, the interests of both sides eventually feature in Euro-Mediterranean agreements and enables scholars to bring back third countries' agency and perceptions into the study of the EU's external relations.

This book expands on the existing literature on the international dimension of democratization by introducing the concept of democracy projection. Democracy projection is defined as the projection of (democratic) norms through the every-day practice of interactions - beyond any donor-recipient relationship - between states and foreign civil society actors on issue areas where both sides have interests to defend. The edited volume examines a variety of such issue areas, including trade, anti-corruption, applied research, gender and LGBTI, focusing on EU practices in its everyday dealings with civil society in the Southern Mediterranean. Based on comparative case studies relying on extensive interviews, direct observations and content analysis, the chapters in this book conclude that the extent to which democracy is projected varies according to four main factors: the EU’s perceived interest, its ideational commitment to norms of dialogue and inclusion, the degree of institutional inertia, and dominant discourses/structures of meanings which preclude EU engagement on substance. Transversal Democracy Projection in the Mediterranean will be of interest to students and scholars of Political Science, International Relations, and Democratisation studies. The chapters in this book were originally published as a special issue of Mediterranean Politics.

The book draws on legal and political scholarship to attain a definition of coherence in EU external relations. It argues that traditional definitions such as vertical or horizontal coherence are insufficient and sets out a new definition in order to more accurately capture the reality of EU external relations. The book goes on to look in depth at the ENP, arguing that the innovative nature of the ENP in regard to coherence lies beyond the narrowly defined legal sphere, but stems mostly from its hybrid composition of hard legal, soft legal and non-legal policy instruments.
