This paper identifies potential “climate action-sustainable development pathways” spanning 17 major agricultural climate action categories and the 17 SDG targets. The aim of this mapping exercise is to explore the extent to which the two agendas are aligned for the prioritization of those climate actions that have the potential to co-deliver on the Paris Agreement and 2030 Agenda. As the window of opportunity is closing to bridge the emission gap and adapt to climate change before it is too late, the inter-linked and mutually reinforcing climate and sustainable development agendas present a natural. framework for designing policies that leverage synergies between both. While the Paris Agreement and SDGs are generally planned and implemented in silos, their intersection in the agriculture sectors highlights an opportunity for integrated implementation. The methodological framework presented in this document attempts to facilitate the identification of policy and investment entry-points in the agriculture sectors that can accelerate progress across both agendas in tandem. The analysis aims to push national policy makers and decision makers, as well as international negotiators and global agenda setters, towards an integrated approach to climate action and sustainable development, particularly in the agriculture sectors, upon which 80 percent of the world’s poor and most vulnerable depend for their livelihoods.

The United Nations 2030 Agenda for Sustainable Development with its 17 Sustainable Development Goals (SDGs) and 169 targets presents a universally accepted and comprehensive framework addressing all aspects and dimensions of sustainability. The integration of the climate-smart agriculture (CSA) approach with the implementation of the 2030 Agenda provides an opportunity to enhance the overall sustainability of CSA results and synergize CSA interventions with other sustainable development efforts. To achieve this integration, a clear understanding of how the CSA implementation process can engage with the 2030 Agenda throughout the five CSA implementation steps is required. Moreover, the interlinkages between CSA objectives and the SDGs and associated targets need to be well understood – including both potential synergies and trade-offs. This publication presents an assessment and mapping of CSA-SDG interlinkages. These provide entry points for targeted CSA planning to enhance synergies and reduce potential trade-offs between CSA objectives and SDGs. The publication also provides guidelines for the integration of the CSA implementation steps with the 2030 Agenda. An important aspect of these guidelines is the integration with the Paris Agreement – and the Nationally Determined Contributions (NDCs) pledged by countries – as a complementary process to the 2030 Agenda and the central reference point for countries’ commitments to climate action.

Finally, the report serves as a guide to the Food and Agriculture Organization of the United Nations, as well as other international actors, of the support that will be required to help countries in the region move forward to implement agriculture, water and land use priorities in their NDCs and ensure that future commitments from the sector are quantifiable, verifiable and sufficiently ambitious.

This book provides a non-technical, accessible primer on sustainable agricultural development and its relationship to sustainable development based on three analytical pillars. The first is to understand agriculture as complex physical-biological-human systems. Second is the economic perspective of understanding tradeoffs and synergies among the economic, environmental and social dimensions of these systems at farm, regional and global scales. Third is the understanding of these agricultural systems as the supply side of one sector of a growing economy, interacting through markets and policies with other sectors at local, national and global scales. The first part of the book introduces the concept of sustainability and develops an analytical framework based on tradeoffs quantified using impact indicators in the economic, environmental and social domains, linking this framework to the role of agriculture in economic growth and development. Next the authors introduce the reader to the sustainability challenges of major agroecosystems in the developing and industrialized worlds. The concluding chapter discusses the design and implementation of sustainable development pathways, through the expression of consumers’ desire for sustainably produced foods on the demand side of the food system, and through policies on the supply side such as new more sustainable technologies, environmental regulation and payments for ecosystem services.
