As new technologies and business models evolve, they have a growing impact on economies and societies worldwide. Digital transformation has enabled countries to foster inclusive and sustainable development, particularly in traditionally disadvantaged areas. The digital age has advanced mobile technology that has improved global communication accuracy, economic activity, social inclusion, and productivity in industries such as agriculture, health, education, and finance. However, although telephone penetration is increasing in developing countries, their use for financial services provision is still at an early stage and mostly associated with traditional banking. Due to this, bridging the financial inclusion gap between urban and rural poor has remained a challenge. While there are some developing countries that have embraced mobile phone-based money also known as 'Mobile Money' to serve low-income, unbanked populations, it is still unclear what characteristics, preferences, and needs could motivate its ignition other developing countries. Through an in-depth review of literature on financial inclusion and technology usage, this paper is primarily focused on bringing mobile money (MM) best practices that can be used to enhance financial inclusion in developing countries. Results indicate that individual's perception of technology including perceived usefulness, perceived ease of use, trust and perceived risks, followed by social and organizational factors are core for the use of MM to enhance financial inclusion.

The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

This study provides minimum economic growth (or GDP growth) critical masses or thresholds that should be exceeded in order for demand-side mobile money factors to favorably drive mobile money innovations for financial inclusion in developing countries. The considered mobile money innovations are: mobile money accounts, the mobile phone used to send money and the mobile phone used to receive money. The empirical evidence is based on Tobit regressions. For positive net relationships that are established, an extended analysis is engaged to provide minimum GDP growth levels required to sustain the positive net nexuses. From this extended analysis, in order for economic growth to modulate demandside mobile money drivers to favorably influence mobile money innovations, minimum GDP growth rates are: (i) 3.875% for the nexus between bank accounts and the mobile phone used to send money; (ii) 3.769 % for the relationship between automated teller machine (ATM) penetration and the mobile used to send money and (iii) 3.666% for the nexus between ATM penetration and the mobile phone used to receive money.
