The foundation of the Munitions Ministry was a revolutionary step, coinciding with the 'shells scandal' in which the failure of a series of British attacks: Neuve Chapelle, Aubers Ridge, Festubert and Loos - was blamed on inadequate supplies of munitions. A press outcry was followed by questions in Parliament which threatened to bring down the Government. The Ministry was set up in response. Previously, the War Office had been responsible for designing, ordering and inspecting ammunition factories and stores. But a year of war on a scale never foreseen, the creation of armies larger than ever contemplated, and the demand for unprecedented quantities of matériel showed the absolute necessity of providing centralised direction of mass war production. The Great War completely upset normal industrial conditions. Preparing this history of the Ministry of Munitions was started during the War itself. It was felt that consulting the officials concerned whilst they were still in post was vital, particularly as many such posts were temporary, and while the questions with which the history would deal were vividly present in their minds. How did Britain's most prominent armaments firms, Armstrongs and Vickers, build their businesses and sell armaments in Britain and overseas from 1855 to 1955? Joanna Spear presents a comparative analysis of these firms and considers the relationships they built with the British Government and foreign states. She reveals how the firms developed and utilized independent domestic strategies and foreign policies against the backdrop of imperial expansion and the two world wars. Using extensive new research, this study examines the challenges the two firms faced in making domestic and international sales including the British Government's commitment to laissez faire policies, prejudices within the British elite against those in trade, and departmental resistance to dealing with private firms. It shows the suite of strategies and tactics that the firms developed to overcome these obstacles to selling arms at home and abroad and how they built enduring relationships with states in Latin America, Asia, and the Middle East.

In a series of concise, thought-provoking chapters the authors summarize and make accessible the latest scholarship on the middle years of the Great War 1915 and 1916 and cover fundamental issues that are rarely explored outside the specialist journals. Their work is an important contribution to advancing understanding of Britains role in the war, and it will be essential reading for anyone who is keen to keep up with the fresh research and original interpretation that is transforming our insight into the impact of the global conflict. The principal battles and campaigns are reconsidered from a new perspective, but so are more general topics such as military leadership, the discord between Britains politicians and generals, conscientious objection and the part played by the Indian Army. The longer-term effects of the war are also considered facial reconstruction, developments in communication, female support for men on active service, grief and bereavement, the challenge to religious belief, battlefield art, and the surviving vestiges of the war. Peter Liddle and his fellow contributors have compiled a volume that will come to be seen as a landmark in the field. The two World Wars placed unprecedented demands on their participants and had a profound impact on many aspects of national life. The mobilization of human and material resources for total war by three nations in the twentieth century was discussed at the Seventh Royal Military College Military History Symposium in March 1980. In this volume of essays from the Symposium, Arthur Marwick offers a general overview of the problems and consequences of organizing society for total war, while other contributors examine such specific themes as mobilizing international finance for the First World WTar (Kathleen Burk), organizing Canadian war production in World War I and World War II (Michael Bliss and Robert Bothwell, respectively), the political implications of organizing American society for war from 1917 to 1945 (Robert Cuff), and the establishment and expansion of wartime British intelligence services in the two World Wars (Christopher Andrew). The essays will be of interest to historians, political scientists, professional soldiers, and readers interested in the story of the two World Wars and the social and cultural aspects of those conflicts.
