Ethics and Accountability in a Context of Governance and New Public Management available in PDF, EPUB and Kindle. Ethics and accountability have become important themes for modern government, as in most of the countries there is a severe crisis of legitimacy. Increasingly there is a feeling that performance management alone will not solve this crisis. Citizens also expect from politicians and public servants ethical responsible conduct. As to the ethics, however, there is a problem. Governance and new public management have raised new problems which cannot be solved by referring to the traditional bureaucratic ethics. Devolution and decentralisation processes have enhanced the responsibility of public servants. The increase of transparency and openness and the service orientation of public organisations have challenged the traditional values of discretion and equality before the rule. The growing interaction between the public and the private sector have raised the question of integrity. In light of these developments, it is important to update the ethical system, or reversibly, the traditional values of the public service can question some actual evolutions in government.

Ethical concerns are among the most common problems public administrators face, yet the issues are often complex, and the correct choices are not always clear. Living up to the public trust is much more than just an act of compliance. It also involves perceiving, preventing, avoiding, and resolving accusations of illegal or unethical behavior, including appearances of inappropriate behavior. Ethics Moments in Government: Cases and Controversies examines how to identify, assess, and resolve the ethical issues and dilemmas that often confront those who govern the cities, counties, states, and federal agencies throughout America. Real Situations, Real Advice Providing a one-stop resource for all those who must contend with thorny ethical issues, this volume presents case studies that vary in complexity and context and are based on real situations. Each case scenario is followed by discussion questions and case assessments by expert practitioners who describe how they would handle the situation. Using a "total immersion" technique, the book encourages readers to be reflexive and analytical in addressing the problems presented and arriving at appropriate solutions. A supplemental CD is included which contains PowerPoint® slide presentations, articles, workshop programs, tests, and links to organizations. For many of the scenarios presented in this volume, there are no easy answers. Practical guidance on reasoning through difficult decision-making situations enables public administrators to acquire the ethical knowledge, skills, abilities, and instincts that will ultimately help them gain the trust of their citizens and advance in their careers.

Effectiveness of Public-service Ethics and Good Governance in the Central Administration of the EU-27 available in PDF, EPUB and Kindle. Comparative studies of public-service ethics at the central governmental level in the EU Member States have a rather short history. Particularly, only a few studies have discussed the institutionalisation of ethics and the effectiveness of ethics instruments. Filling this gap and taking one step further, this particular comparative study analyses to what extent the transition towards a new and more complex concept of ethics and governance has proved effective and fruitful. The authors argue that discussions about ethics should be better integrated into other policy areas that affect the behaviour of public officials. These include public management reforms, human resource policies and leadership styles, perceptions of organisational fairness, impact of the ongoing financial crisis as well as cost-and-benefit considerations. The book provides a comprehensive view and analysis of the developments in the field of public-service ethics.
