Public Management in Times of Austerity available in PDF, EPUB and Kindle. Since 2008, the world has experienced an enormous decrease of wealth. By many measures the impact of the crisis was severe. The fall in GDP, the collapse of world trade, the rise in unemployment, and the credit slump reached bigger proportions than in any other crisis since World War II. Although the economic figures seem to improve in some countries, the crisis continues being a challenging issue and is said to be one of the most important problems governments face today. The crisis has put public finances under ever increasing pressure, and governments have responded through austerity measures such as new fiscal rules and budgeting procedures and cutbacks of public spending. Public Management in Times of Austerity seeks to explore the austerity policies adopted by European governments and their consequences to public management. It asks how governments have implemented new rules leading to more stringency in public budgeting and financial management, and how they have cut back public expenditure. These questions are examined comparatively through case studies in different parts of Europe, and variations across countries are discussed and explained. Throughout the volume, the consequences of the crisis and austerity policies for public management are discussed. What is the relationship between crisis and decision-making in the public sector, and how does austerity affect public-sector organisation? As the previous crisis in the 1970s resulted in a major reform movement, which was later referred to as New Public Management, Public Management in Times of Austerity look to understand whether the current crisis also leads to a wave of public management reform, and if so what is the content of this?

Local Public Sector Reforms in Times of Crisis available in PDF, EPUB and Kindle. This book compares the trajectories and effects of local public sector reform in Europe and fills a research gap that has existed so far in comparative public administration and local government studies. Based on the results of COST research entitled, ‘Local Public Sector Reforms: an International Comparison’, this volume takes a European-scale approach, examining local government in 28 countries. Local government has been the most seriously affected by the continuously expanding global financial crisis and austerity policies in some countries, and is experiencing a period of increased reform activity as a result. This book considers both those local governments which have adopted or moved away from New Public Management (NPM) modernization to ‘something different’ (what some commentators have labelled ‘post-NPM’), as well as those which have implemented ‘other-than-NPM measures’, such as territorial reforms and democratic innovations.

As the economic crisis of 2008/09 unfolded, it became apparent that the huge mountains of debt being built up by central governments were unsustainable and that savage cuts would be needed to balance budgets. It also became clear that the public sector would be one of the first in line when the axe started swinging. Yet, at the very same time, green advocates from business, academia and civil society were making calls for greater investment at the local level in the big sustainability issues of the day such as fostering sustainable consumption or educating communities on making the transition to a low-carbon economy. The upshot is that leaders in local government are going to be asked to do a lot more work on environmental and social sustainability but with much less money. To make matters worse, increasing public scepticism about why we should deal with these dilemmas in the first place has been exacerbating the problem, notably exemplified by concerns over the robustness of the science of climate change. Local sustainability faces a perfect storm. Sustainability in Austerity has been written to provide local leaders with a lifebelt in these turbulent times. It empowers local authorities to address the challenges they now face – by offering a treasure chest of cost-neutral and powerful ways for leaders in local government to advance sustainability as nations emerge from the global recession. The book sets out the required rules for leadership and proposes a myriad of innovative strategies for self-help achieved through habit-forming behaviour change among council members, staff and local communities alike. Packed with international case studies, anecdotes and management tips derived from a wealth of learning by like-minded peers across the world – all of whom have faced and overcome serious sustainability challenges – the book will be a touchstone for professionals working in areas such as: democracy and decision-making; corporate assets and resources; economic development and planning; waste and environmental services; fleet and logistics; and community management. There is an impressive array of books that provide fresh and innovative thinking on sustainability, but the vast majority have ignored or overlooked inspirational stories of positive change in local government. Sustainability in Austerity is a game-changing book and will be essential reading for managers and councillors in local government across the world, in either emerging or developed economies; managers in central government; community organisation leaders; academics; and management consultants who work with this sector on policy and performance.
