Turkish Compulsory Earthquake Insurance (ZDS) introduced after the 1999 Earthquakes aimed to lower financial burdens of State and to promote safer construction. Yet, the ZDS system operates disregarding risk mitigation, and far from being compulsory. Based on household survey in Zeytinburnu Istanbul, voluntary purchase leads low penetration ratios, and generates social inequalities and expectations of State-aid depending on social statuses and general insurance purchase. Disregarding risk mitigation promotes fatalistic attitudes and reluctance for risk mitigation. The appropriate strategy to achieve resilience could be through the collaboration of the ZDS system with local administrations. Based on household survey, a 'Grant Program' may convert the ZDS system into a pre-disaster risk reduction benefactor by changing the perception of the ZDS system as a form of social solidarity in risk mitigation, reducing fatalistic attitudes and curbing reluctance. Particularly middle-lower socio-economic statuses are likely to expand leading to a resilience society. The analysis and findings should be useful for researchers, policy makers, insurers and urban planners in natural hazard field.

The persistent potential for large scale natural disasters has become a real concern for the Turkish government since the late 1990s, which ultimately led to the establishment of the Turkish Catastrophe Insurance Pool (TCIP). Among the main rationale of the creation of the TCIP were a grave government fiscal exposure to natural disasters and a disproportionately low level of catastrophe insurance penetration for such a disaster-prone country. Since the commencement of this program in 2000, the TCIP has provided coverage to more than 2 million households, being by far the largest insurance program in the country. In four years, the TCIP has managed to become one of the most trusted brand names in the Turkish insurance industry, and one of the largest catastrophe insurance pools in the world. Its success has also brought an international recognition, inspiring more than a dozen of countries world wide. The TCIP experience has also been a watershed for the World Bank as it has led to a rethinking of the roles of ex ante risk management relative to ex post donor support. This book presents the main technical imperatives and challenges in the development and the implementation of the TCIP and shows how a public-private partnership may be the way forward in the financing of natural disasters. Natural disasters are increasingly affecting the world, taking lives unexpectedly and leaving many others injured and homeless. Moreover, disasters disrupt local, national and even global economies, instantly changing the direction of development. In the first half of 2011 alone, 108 natural disasters occurred, killing over 23 thousand people, affecting nearly 44 million others and causing more than 253 billion US dollars of economic damages (CRED 2011,1). Large urban settlements have become increasingly vulnerable to the impacts of natural disasters. The concentration of substandard infrastructure and housing, material assets, and inherent socio-economic inequalities increase vulnerability to disasters in large urban areas, especially in developing countries. The size, number, functions, and geographical distribution of large- and megacities create a special concern for disaster risk. Good urban management practices can be a powerful catalyst for reducing losses from natural disasters, while simultaneously helping to develop a sustainable environment. Yet, the existing situation indicates that sustainable planning and risk management measures are not taken into consideration or may not be put into practice for a variety of financial, political, and social reasons. This book argues that, on one hand, socio-economic disparities resulting from unsustainable urban development can increase vulnerability to natural hazards, and on the other hand, when paired with natural hazards this increased vulnerability can negatively affect urban areas, resulting in further inequality. This book will showcase this argument with theoretical reviews and quantitative analyses on the interplay between sustainable development and disaster vulnerability as well as an in-depth case study of the role of urban planning and risk management practices in creating the socio-economic and spatial vulnerabilities and predicted earthquake risk in the megacity of Istanbul.
