The subject of this bulletin was chosen by the school superintendents at their meeting at the University in April, 1918. The preparation of a debate bulletin on the City Manager Plan has been one of unusual difficulty. Many magazine articles have appeared in favor Of it, but the question is so new that very little has been written against it. Even those who question its expediency are willing to see it given a full trial before attacking it. Most Of the negative arguments have to be pickt up where they can be found, - brief paragraphs, incidental remarks, frank admissions, sometimes even Of its advocates.
