This Strategy is underpinned by the vision of, and ambition for, a stronger Union, willing and able to make a positive difference to its citizens and in the world. We must now swiftly translate this into action. First, we will revise existing sectoral strategies, as well as devise and implement new thematic or geographic strategies in line with the political priorities of this Strategy. Such work must begin with clear procedures and timeframes agreed promptly by all relevant players. Second, the EU Global Strategy itself will require periodic reviewing in consultation with the Council, the Commission and the European Parliament. On a yearly basis we will reflect on the state of play of the Strategy, pointing out where further implementation must be sought. Finally, a new process of strategic reflection will be launched whenever the EU and its Member States deem it necessary to enable the Union to navigate effectively our times. Our citizens deserve a true Union, which promotes our shared interests by engaging responsibly and in partnership with others.

Does the New EU Global Strategy Deliver on Security and Defence? available in PDF, EPUB and Kindle. The Global Strategy for the EU’s Foreign and Security Policy presented by High Representative Federica Mogherini on 28 June 2016 setsout a 'Shared Vision, Common Action: A Stronger Europe', in response to the Member States' request for a new framework in which the EU can tackle the challenges and key changes to the EU's environment identified in a strategic assessment carried out in 2015. Many expectations were raised ahead of its publication but itsoon became clear that defence would be a central element of the Global Strategy. A number of defence priorities emerged from the exchanges between the main stakeholders: a central role for the common security and defence policy (CSDP); a clear level of ambition with tools to match; emphasis on EU-NATO cooperation; and concrete follow-up measures such as a 'White Book' on European defence. Seen in this light, the Global Strategy captures the urgent need to face the challenges of today’s environment and it may prove to be a major turning point in EU foreign policy and security thinking. It emphasizes the value of hard power--including via a strong partnership with NATO--along with soft power. It will not be easy for the Member States to match the level of ambition set in the Global Strategy and its success will be judged in terms of the follow-up and the measures taken to implement it. Could the first step be a White Book on European Defence?

Download and read online ebook Framing the EU Global Strategy write by Nathalie Tocci. This book was released on 2017-07-26. Framing the EU Global Strategy available in PDF, EPUB and Kindle. This book tells the story of the EU Global Strategy (EUGS). By reflecting back on the 2003 European Security Strategy, this book uncovers the background, the process, the content and the follow-up of the EUGS thirteen years later. By framing the EUGS in this broader context, this book is essential for anyone wishing to understand European foreign policy. The author, who drafted the EUGS on behalf of High Representative and Vice President of the Commission (HRVP) Federica Mogherini, uses the lens of the EUGS to provide a broader narrative of the EU and its functioning. Tocci’s hybrid role as a scholar and adviser has given her unique access to and knowledge of a wide range of complex structures and actors, all the while remaining sufficiently detached from official processes to retain an observer’s eye. This book reflects this hybrid nature: while written by and for scholars, it is not a classic scholarly work, but will appeal to anyone wishing to learn more about the EUGS and European foreign policy more broadly.

Download and read online ebook The European Security Strategy write by Sven Biscop. This book was released on 2016-12-05. The European Security Strategy available in PDF, EPUB and Kindle. In December 2003 the EU adopted the European Security Strategy, the first ever common strategic vision of the Member States. This volume examines how the Strategy can form the basis of a comprehensive approach that integrates all dimensions of EU external action, from aid and trade to defence, under the same agenda of 'effective multilateralism' or global governance. This agenda can be translated into the core public goods to which every individual on earth is entitled; promoting access to these global public goods can be the essence of a distinctive European approach emphasizing long-term stabilization and conflict prevention. On that basis, the Strategy can be a global agenda for positive power - global because of its worldwide scope and comprehensive nature - for an EU with effective power to achieve positive objectives. The book will appeal to audiences interested in the EU as an international actor, foreign policy, security and defence, development and trade. It is also suitable for policy makers in the EU institutions and the Member States.
