Growth in sub-Saharan Africa has recently shown signs of improvement, but is still short of levels needed to attain the Millennium Development Goals. Economists have placed increasing emphasis on understanding the policies that promote sustained jumps in medium-term growth, and the paper applies this approach to African countries. The evidence presented finds an important growth-supporting role for particular kinds of institutions and policies, but also highlights aspects of growth that are still not well understood. The paper includes policy guidance for ensuring that the poor benefit from growth.

Sustaining Growth Accelerations and Pro-Poor Growth in Africa available in PDF, EPUB and Kindle. Are improvements in growth in Sub-Saharan Africa (SSA) since the mid-1990s sustainable? What types of growth strategies contribute the most to reducing poverty? This paper examines these questions in four stages. First, it explores the factors contributing to the post- 1995 improvement in growth. Second, to shed some light on factors associated with substantial jumps in growth rates that are sustained in the medium term, an analysis of the correlates of growth accelerations is presented. Third, the paper examines the consistency of the SSA data with some important predictions from the literature directly linking such areas as fiscal policy, financial development, or institutions and growth. Fourth, it reviews recent evidence regarding lessons on the type of growth process that is most effective at raising the incomes of the poor.

Growth Breaks and Growth Spells in Sub-Saharan Africa available in PDF, EPUB and Kindle. This paper examines the growth performance of sub-Saharan African countries since 1960 through the lens of growth turning points (accelerations and decelerations) and periods of sustained growth (growth spells). Growth accelerations are generally associated with improved external conditions, increased investment and trade openness, declines in inflation, better fiscal balances, and improvements in the institutional environment. Transitioning from growth accelerations to growth spells often requires additional efforts beyond what is needed to trigger an acceleration. Growth spells are sustained by fiscal policy that prevents excessive public debt accumulation, monetary policy geared toward low inflation, outward-oriented trade policies, and structural policies that reduce market distortions, as well as supportive external environment and improvements in democratic institutions. Overall, determinants of growth spells in sub-Saharan Africa are different from those in the rest of the emerging and developing countries.

Inclusive Growth and Development Issues in Eastern and Southern Africa available in PDF, EPUB and Kindle. Dictated by overall (economic, social, political, technological, etc) realities that unfold at different times, the growth and development dictums have been reshaped and reframed continually, in an effort to accommodate and respond to emerging issues. Within the overarching theme of sustainable development, human development and inclusive growth and development are, for example, among the recent focuses of the global and national development agenda. The backdrop to this is that as individuals, communities, and societies get richer, the worrying levels of inequalities, exclusion and disparities are becoming an area of concern, drawing the attention of governments, planners, civil societies, researchers and academia. An overarching current issue has been an appreciation of high economic growth in the last 10 years, but which is marred by pervasive levels of poverty and inequality. Indeed, Africa, through Agenda 2063, has acknowledged the need for inclusive and sustainable development, as is also the commitment of the Sustainable Development Goals (Agenda 2030) of the United Nations.Edited by Prof. Herman Musahara, this anthology entitled Inclusive Growth and Development Issues in Eastern and Southern Africa presents issues, challenges and progress in Rwanda, Mauritius, Ethiopia, South Africa, and Uganda. The issues covered include: trade; rural-urban linkages; the dynamics of poverty, vulnerability, and welfare; social policies for inclusive and sustainable development; productivity and informality; and financial direct support systems to the poor. The chapters are based on first-hand data, secondary data from different databases and systematic reviews of academic literature. Drawing on the findings and conclusions of the individual chapters, the book distills together the key lessons and also puts forth recommendations for policy and practice. As such, it is a good reading for researchers, policy and decision makers, academia and graduate students.
