"The acquisition and use of cruise missiles by terrorist groups or states hostile to the United States is inevitable," said Marshall Institute President and study co-author Jeff Kueter. "The choice we face today is whether the United States will take the necessary steps to protect its citizens from this inevitability." While there are a number of defensive systems available or in various stages of development which could provide viable, wide-area defenses for American cities, "the public and policy makers do not see cruise missiles as an urgent challenge," Kueter said.
