Y en ese futuro, la Unión Europea está llamada a jugar un papel destacado. Desde hace ya más de una más de una década, la Unión ha venido tomando una serie de medidas en favor de esa digitalización. De entre todos los programas lanzados por la UE, el que podemos identificar como central en cuanto a la transformación digital es la estrategia del Mercado Único Digital, cuyo objetivo es hacer de Europa un lugar abierto y transparente para realizar transacciones, dejando atrás la división por lugar de residencia. Esta estrategia está involucrada a su vez con un variado número de aspectos, que van desde la ciberseguridad, las empresas startups o el comercio electrónico. Dentro de la Unión Europea hay un país que destaca por haber llevado adelante los cambios para convertirse en una sociedad digital completa, y que la mayoría de gente desconoce. Se trata de Estonia, quien desde su independencia en 1991 ha pasado de ser un país a la cola en Europa a convertirse en una potencia en lo digital, recibiendo el sobrenombre de Sillicon Valley Europeo y obteniendo el primer puesto en el informe PISA 2018, que mide el nivel educativo de los países del mundo. Esto ha sido posible gracias a una serie de medidas como la Tiigrihüpe o Salto del Tigre, como es conocida su reforma educativa; E-Estonia, o la Estonia Era Digital, que engloba todas las administraciones del estado; o la redefinición que ha hecho del concepto de visado, creando nuevos tipos no siempre ligados al derecho a residencia o entrada o en el país. This publication argues that Latin America and the Caribbean are in a position to move towards a "big push for sustainability" through a combination of economic, industrial, social and environmental policies capable of driving an equal and sustainable recovery and relaunching development in the region. Comprised of five chapters, the publication studies the three crises (slow growth, growing inequality and the environmental emergency) affecting economies and societies around the world, placing particular focus on those of Latin America and the Caribbean. It goes on to present a framework for analysing these crises in an integrated manner and measuring their magnitude in the specified regions. It then examines the quantitative impacts on growth, emissions, income distribution and the external sector under different policy scenarios, highlighting the potential of various policy combinations to forge a more dynamic growth path, with lower emissions and greater equality. Further identifying seven sectors that can drive sustainable development and proposing policies to foster these sectors, the publication concludes with an analysis that links up macroeconomic, industrial, social and environmental policies and the role of the State in building consensus for their implementation.
