This ambitious book offers a clear and unified framework for understanding political change across Latin America. The impact of U.S. hegemony and the global economic system on the region is widely known, and scholars and advocates alike point to Latin America's vulnerability in the face of external forces. In spite of such foreign pressure, however, individual countries continue to chart their own courses, displaying considerable variation in political and economic life. Looking broadly across the Western Hemisphere, with examples from Brazil, the Southern Cone, the Andes, and Central America, Arceneaux and Pion-Berlin identify general rules that explain how international and domestic politics interact in specific contexts. The detailed, accessible case studies cast new light on such central problems as neoliberal economic reform, democratization, human rights, regional security, environmental degradation, drug trafficking, and immigration. And they consider not only what actors, institutions, and ideas matter in particular political contexts, but when, where, and how they matter. By dividing issues into the domains of "high" and "low" politics, and differentiating between short-term problems and more permanent concerns, they create an innovative typology for analyzing a wide variety of political events and trends.

Social Protection and the Market in Latin America available in PDF, EPUB and Kindle. Social security institutions have been among the most stable post-war social programs around the world. Increasingly, however, these institutions have undergone profound transformation from public risk-pooling systems to individual market-based designs. Why has this 'privatization' occurred? Why do some governments enact more radical pension privatizations than others? This book provides a theoretical and empirical account of when and to what degree governments privatize national old-age pension systems. Quantitative cross-national analysis simulates the degree of pension privatization around the world and tests competing hypotheses to explain reform outcomes. In addition, comparative analysis of pension reforms in Argentina, Brazil, Mexico and Uruguay evaluate a causal theory of institutional change. The central argument is that pension privatization emerges from political conflict, rather than from exogenous pressures. The argument is developed around three dimensions: the double bind of globalization, contingent path-dependent processes, and the legislative politics of loss imposition.

Race, Colonialism, and Social Transformation in Latin America and the Caribbean available in PDF, EPUB and Kindle. This collection of essays offers a comprehensive overview of colonial legacies of racial and social inequality in Latin America and the Caribbean. Rich in theoretical framework and close textual analysis, these essays offer new paradigms and approaches to both reading and resolving the opposing forces of race, class, and the power of states. The contributors are drawn from a variety of fields, including literary criticism, anthropology, politics, and sociology. The contributors to this book abandon the traditional approaches that study racialized oppression in Latin America only from the standpoint of its impact on either Indians or people of African descent. Instead they examine colonialism's domination and legacy in terms of both the political power it wielded and the symbolic instruments of that oppression. The volume's scope extends from the Southern Cone to the Andean region, Mexico, and the Hispanophone and Francophone Caribbean. It contests many of the traditional givens about Latin America, including governance and the nation state, the effects of globalization, the legacy of the region's criollo philosophers and men of letters, and postulations of harmonious race relations. As dictatorships give way to democracies in a variety of unprecedented ways, this book offers a necessary and needed examination of the social transformations in the region.
