This volume provides an analytical and facts-based overview on the progress achieved in water security in Latin America and the Caribbean (LAC) region over during the last decade, and its links to regional development, food security and human well-being. Although the book takes a regional approach, covering a vast of data pertaining to most of the LAC region, some chapters focus on seven countries (Argentina, Brazil, Chile, Colombia, Costa Rica, Mexico and Peru). A full understanding of LAC’s trends progress requires framing this region in the global context: an ever more globalized world where LAC has an increasing geopolitical power and a growing presence in international food markets. The book’s specific objectives are: (1) exploring the improvements and links between water and food security in LAC countries; (2) assessing the role of the socio-economic ‘megatrends’ in LAC, identifying feedback processes between the region’s observed pattern of changes regarding key biophysical, economic and social variables linked to water and food security; and (3) reviewing the critical changes that are taking place in the institutional and governance water spheres, including the role of civil society, which may represent a promising means to advancing towards the goal of improving water security in LAC. The resulting picture shows a region where recent socioeconomic development has led to important advances in the domains of food and water security. Economic growth in LAC and its increasingly important role in international trade are intense in terms of use of natural resources such as land, water and energy. This poses new and important challenges for sustainable development. The reinforcement of national and global governance schemes and their alignment on the improvement of human well-being is and will remain an inescapable prerequisite to the achievement of long-lasting security. Supporting this bold idea with facts and science-based conclusions is the ultimate goal of the book.

Drinking water and electricity are basic services that proved essential to counter the impact of the COVID-19 crisis. At the same time, they represented an opportunity for investment to spur economic recovery in the countries of the region. Since the early months of 2022, they have been particularly threatened by the impact of the war in Ukraine on the world prices of fossil fuels, which are basic inputs for both sectors. Together with higher prices for edible oils, cereals and fertilizers, this has led to a rise in poverty and in energy, water and food insecurity in the region.In Latin America and the Caribbean, large inequalities persist in access both to energy and to drinking water and sanitation, owing to a lack of high-quality supply infrastructure capable of providing water and energy security for all. Currently, in the region, 161 million people lack access to safely managed drinking water, 431 million to safely managed sanitation, 17 million to electricity and 75 million to clean cooking fuels and technologies. There is therefore both a need and an opportunity for investment to universalize coverage of these services to the entire population, which would also generate green jobs and new incomes, reduce environmental impacts and improve public health.

Undernourishment in Latin America and the Caribbean increased in the last measurement period. After a plateau of several years, in 2016 approximately 42.5 million people do not have enough food to meet their required daily calorie intake, accounting for an increase of 2.4 million people versus the previous year. If necessary actions are not taken to overcome both hunger and malnutrition, Latin America and the Caribbean will not attain the goal of ending hunger and malnutrition by 2030, set in the Sustainable Development Goals. Despite the decline in child undernutrition, overweight and obesity continue posing important health issues for Latin America and the Caribbean. The prevalence of obesity in adults is on the rise and overweight in children under 5 years of age affects 7% the population, ranking above the 6% of overweight children registered worldwide. Although Latin America and the Caribbean produce enough food to meet the needs of their population, this does not ensure healthy and nutritious diets. There is a need for creating sustainable and nutrition-sensitive food systems to provide varied and safe foods, with good nutritional quality that help put an end to hunger and all forms of malnutrition. Both the economic slowdown in Latin America and the Caribbean and the slower pace of poverty and extreme poverty reduction dynamics over the last few years have hindered the eradication of hunger and malnutrition. Furthermore, persisting income inequality puts pressure on access to food, with the ensuing impact on food and nutrition security. Marked differences in access to basic services are observed in Latin America and the Caribbean, both among and within countries. Rural areas and low-income population groups have far less access to drinking water and sanitation in the region. Weather-related disasters have caused considerable economic damages and severe consequences for food and nutrition security. This scenario has imposed a sense of urgency on the actions required for the mitigation and adaptation actions required.
