Hard Work: Defining Physical Work Performance Requirements focuses on physically demanding occupations that require strength and stamina, such as law enforcement, structural and wildland firefighting, mining, forestry, and the military. It is the first book to examine the relationship of recruitment practices, physical training, and physical evaluation to the intricate environment of corporations, labor organizations, the legal system, and employment rights. Hard Work: Defining Physical Work Performance Requirements is organized into five parts. Part I begins with definitions of the physically demanding occupation and characteristics of workers available for employment. The legal aspects of employment are also considered, including reference to age, gender, race, and disability. Part II examines the value of initial and periodic evaluations, the test development process, and issues related to testing. Additionally, part II contains an examination of the effects of court decisions and labor unions on the evaluation processes of both new and incumbent employees. Part III discusses implementation of recruit testing designed to determine those individuals who can and cannot perform the job. The inherent challenges in shifting from recruit testing to periodic tests for incumbents are described, and ways to evaluate the costs and benefits of testing and training programs are examined. In part IV, the values and limits of medical examinations and employee wellness programs are considered. Part IV also discusses work physiology and its relationship to performance and presents the job-related physical fitness program as the essential element required for preserving career-long performance and health. Part V discusses employee performance in extreme environments, respiratory protection devices and their impact on the worker, and guidelines designed to reduce the risk of back injuries. It concludes with an examination of legal issues and a proposed alternative to litigation using a collective approach that avoids confrontation and biased testimony and saves taxpayer money. Hard Work: Defining Physical Work Performance Requirements suggests how workers could benefit by working up to job requirements while maintaining their health, safety, and job performance. The Social Security Administration (SSA) is reengineering its disability claims process for providing cash benefits and medical assistance to blind and disabled persons under the Social Security Disability Insurance (SSDI) program and the Supplemental Security Income (SSI) Program (Title II and Title XVI of the Social Security Act). As one element of this effort, SSA has proposed a redesigned disability determination process. The agency has undertaken a multi-year research effort to develop and test the feasibility, validity, reliability, and practicality of the redesigned disability determination process before making any decision about implementing it nationally. SSA requested the National Academy of Sciences to review and provide advice on its research relating to the development of a revised disability decision process, including the approach, survey design, and content of the Disability Evaluation Study (DES). One of the committee's tasks is to examine SSA's research into existing and other developing functional assessment instruments for the redesign efforts and to provide advice for adopting or developing instruments for the redesigned decision process and the DES.

Throughout the history of the United States, work-based social welfare practices have served to affirm the moral value of work. In the late nineteenth century this representational project came to be mediated by the printed word with the emergence of industrial print technologies, the expansion of literacy, and the rise of professionalization. In Work Requirements Todd Carmody asks how work, even the most debasing or unproductive labor, came to be seen as inherently meaningful during this era. He explores how the print culture of social welfare—produced by public administrators, by economic planners, by social scientists, and in literature and the arts—tasked people on the social and economic margins, specifically racial minorities, incarcerated people, and people with disabilities, with shoring up the fundamental dignity of work as such. He also outlines how disability itself became a tool of social discipline, defined by bureaucratized institutions as the inability to work. By interrogating the representational effort necessary to make work seem inherently meaningful, Carmody ultimately reveals a forgotten history of competing efforts to think social belonging beyond or even without work.
